Greetings from the Board:

PCASC continues to outreach and educate commissioners, directors, staff and the public on the advantages of the “merit system.” The number one priority of our organization is to ensure the best qualified employees are selected and promoted, which in turn supports student learning.

In keeping with our priorities:

1. As you may are aware we (PCASC) hosted the annual CSPCA state conference on February 7-10, 2019 at Paradise Pier Hotel in Anaheim. Chairperson, Nora Roque and her committee created a fantastic program that provided valuable information for commissioners, directors and staff. We hope that all of you were able to attend one of the 4 days of the conference. Thanks to Nora and her committee for an outstanding job. We received many favorable comments from those attending.

2. Your PCASC board unanimously agreed to support the By-laws changes recommended for CSPCA. We agree that now is the time to make these changes. We believe that these changes will make the CSPCA Board a more effective and efficient governing body. The vote on approving these changes was held during the CSPCA state conference on February 9, 2019. We hope all of you had the opportunity to vote. The results were that a large majority of those attending the conference voted YES!!! The new CSPCA Board structure will begin in February of 2020. Thank you all for you fantastic support.

3. On November 2, 2018, we hosted a luncheon seminar at Rio Hondo Event Center, in Downey, CA. Topic was: “Following the Janus Decision.” The presenter was Candace Bandoian, Esq. form the law firm of Dannis Wolliver Kelley (DWK). Discussion included: The public sector labor landscape has changed due to a recent decision from the Supreme Court case of Janus v. American Federation of State, County, and Municipal Employees (AFSCME). There are labor relations issues and requirements that we need to be aware of in this post-Janus world. The discussion also addressed the latest signed legislation and how it affects your personnel departments.

4. We regret to announce the resignations of two of our Board members: Scott Pilch, Executive Director of LACOE and Alberto Perez Commissioner from Montebello. Both individuals made tremendous contributions to our associations. We wish them both the best.

5. We are pleased to announce the addition of Kristin Olson to our Board. Kristin is currently the Interim vice-President of Human Resources for Long Beach City College. She has worked in a number of merit districts prior to her current position. She has been a presenter at the Merit Academy and has served on the CSPCA board.
