CSPCA By-Law Changes

Dear PCASC Members:

I wanted to relay information to you regarding a concern that your PCASC Board of Directors have regarding proposed changes to the CSPCA by-laws.

On January 9, 2018, we all received an email from CSPCA advising us that they have recommended changes to the by-laws and will be asking for our vote at the State conference in San Diego.

In reference to Article 4 Section 1, the proposed new language does nothing to eliminate the prohibition against Directors from serving as CSPCA board officers. The Northern (PCANC) and Southern (PCASC) associations have both amended their by-laws to make board officer positions available to both Commissioners and Directors. CSPCA has not and will not recruit or select Directors to be CSPCA Board officers.

Our regional PCASC Board of Directors, with your support, changed our by-laws years ago to allow Commissioners and Directors to be elected as board officers. I am proud that PCASC recognizes the contributions of all of our members. We encourage all members to join our board and provide them the opportunity to become future association leaders. Last year, we also made changes to our Associations name and logo to reflect our collaborative accomplishments.

A change in Article 4 should allow Directors to be Board officers of CSPCA. Including directors in the election process would reflect the collective will of the majority of the members of the Northern and Southern Regional Associations.  CSPCA Board of Directors have no qualms in assigning Directors to contribute their time, expertise and energy in preparing and conducting the annual conferences, seminars and the Merit Academy.  We believe that the same expertise and energy does qualify Directors for CSPCA board officer positions.  We are disappointed that CSPCA Board of Directors have not followed the lead of PCASC and PCANC.

The PCASC Board of Directors recommends that CSPCA make by-law revisions that would include both Commissioners and Directors in the nomination and election process for board officer positions. We recommend that the CSPCA board establish a committee to develop the required language to make this change in the by-laws and then allow membership the opportunity to vote on the proposed change.

Merit System Academy Scholarship Winners

The Scholarship Selection Committee selected two classified employees for this year’s award.

- Celia Shelley, Human Resources Assistant, Huntington Beach UHSD
- Erika Diggs, Human Resources Technician, Lompoc USD

Each recipient will receive a $630 scholarship to attend the CSPCA Merit Academy. Congratulations to Celia and Erika!

Merit System Academy Scholarships

The Personnel Commissions Association of Southern California (PCASC) is pleased to be able to provide two scholarships for the California School Personnel Commissioners Association (CSPCA) Merit Academy in the amount of $630 each.

The 2018 Merit Academy will be held at: Downey USD.
The dates are: January 20, February 10, March 10, April 14 and May 19, 2018.


In order to apply for a scholarship, it is necessary to complete an application packet. Included in the packet is an application and a Financial Need Statement. The Application and Financial Need Statement must be completed in full and returned, along with a letter of recommendation from the applicant’s current employer, to PCASC in care of the committee member listed below.

Each applicant will be evaluated on how well he/she meets the following criteria:
  • Currently employed, or a commissioner in, a PCASC merit system member district.
  • If an employee:
    • You are pursuing human resources leadership role in a merit system school district.
    • Your educational goals demonstrate the pursuit of a career in human resources.
As there are only two scholarships available each year, it may be necessary to narrow the field of qualified applicants. If so, the Financial Need Statement will be reviewed and taken into consideration, resulting in selection of a qualified applicant with the greatest financial need.

The Scholarship Review Committee will review application materials and inform each applicant whether or not they have been selected to receive the PCASC scholarship.

PC Budget Letter 2017

It is that time of the year that you are preparing your Personnel Commission's fiscal 2017-18 budget. I am attaching a budget letter for information. Some of you are new to the Personnel Commission budget process, and the attachments will provide you with a summary of the budget process for commissioners.

As you prepare your budget, do not forget to plan for your staff training and development as authorized by Ed. Code 45255. The following are CSPCA provided educational and training opportunities specifically focused on your needs in a Merit System:

Merit Academy beginning in January or February 2018, specific dates to be determined and our annual conference from Feb 1- 4, 2018 in San Diego. In addition we partner with CODESP and CPS HR services throughout the for job related webinars.

By joining your regional CSPCA association you will have an opportunity to meet with other commissioners and staff, share common interests and participate in additional training.

For additional HR technical training of your Director, staff, and even commissioners that are interested, we recommend joining professional organizations such as the Personnel Testing Council (PTC), The Western Regional Intergovernmental Assessment Council (WRIPAC), International Personnel Management Association (IMPA).

A well educated Personnel workforce makes for a strong Personnel Commission.

The 2016 Merit Academy will be held at: Walnut Valley USD.
The dates are January 9, February 6, March 19, April 16 and May 21, 2016.


In order to apply for this scholarship it is necessary to complete an application packet.   Included in the packet, in addition to the application, is a Financial Need Statement.  The application and Financial Need Statement must be completed in full and returned, along with a letter of recommendation from the applicant’s current employer, to PCASC in care of the committee member listed below.
